A person who is outside of Canada cannot submit a Domestic Refugee Claim directly to the IRB like a person in Canada. Routes outside of Canada are generally through UNHCR referral or a referring agency, Government-Assisted Refugees program, private sponsorship or BVOR. Having relatives in Canada or the difficulty of living alone does not create a case for resettlement.
The applicant must usually be outside their country of citizenship or habitual residence, meet the definition of a refugee or Country of Asylum Class, have no other stable solution, and proceed through an authorized referral or protection channel. Medical, criminal and security admissions are also reviewed. The intake status of each program must be controlled at the time of action.
