Refugees and Asylum Outside Canada

About This Service

A person who is outside of Canada cannot submit a Domestic Refugee Claim directly to the IRB like a person in Canada. Routes outside of Canada are generally through UNHCR referral or a referring agency, Government-Assisted Refugees program, private sponsorship or BVOR. Having relatives in Canada or the difficulty of living alone does not create a case for resettlement.

Eligibility

The applicant must usually be outside their country of citizenship or habitual residence, meet the definition of a refugee or Country of Asylum Class, have no other stable solution, and proceed through an authorized referral or protection channel. Medical, criminal and security admissions are also reviewed. The intake status of each program must be controlled at the time of action.

Professional Fees

Professional fees are determined after reviewing the applicant’s circumstances, immigration history, number of family members, the complexity of the matter, and the scope of services required. To receive an assessment and fee information, please book a professional consultation. After the assessment, the services, professional fees, and payment terms will be confirmed in a written retainer agreement.

Government processing fees, biometrics, medical examinations, translations, credential assessments, courier charges, and other third-party costs are separate from professional fees unless the written agreement expressly states otherwise.

Please prepare clear, legible scans of the documents below and send them to our office. All government application forms will be completed and prepared by our team.

Completion of Online Questionnaire

  • The online questionnaire that will be sent to you by our office must be completed electronically.
  • If family members are included in the application, a separate questionnaire must be completed for each of them. Upon receiving our email, please send us the full name and email address of each family member.

Identity and Family Documents

  • Together with an official translation if the document is in a language other than English or French.

Proof of Departure and Immigration Status in the Current Country

UNHCR or Host Government Registration and Correspondence

  • If any.

Evidence of Persecution, Threats or Danger

  • Together with country-condition evidence and reports.

Documents of Canadian Sponsors and Settlement Plan

  • If the private sponsorship route is available.

Police Certificates, Medical Examination and Biometrics

  • As applicable.
  • An immigration medical exam accepted by IRCC can only be done by an IRCC-designated panel physician. To find a panel physician in your city and country, click here.
