Refugee Travel Document – Elegant Immigration Services

About This Service

People with Protected Person status in Canada may apply for a Refugee Travel Document. This document is not a Canadian passport and its issuance does not guarantee entry into the destination country. Using the passport of the country of origin or traveling to that country can have serious consequences for the protection status and should be consulted in advance.

Eligibility

Applicant must be present in Canada and prove eligible status, including Protected Person. The destination, the validity of the document and the need for a visa for the destination country are checked separately.

Professional Fees

Free of charge for current clients of Elegant Immigration Services whose permanent residence application in Canada is already under a service agreement with us (for one application only).

For new applicants who are not clients of Elegant Immigration Services, the professional fee is 1,000 CAD, which can be paid in 5 monthly instalments, interest-free.

The government application fee and the guarantor fee are not included and must be paid separately.

Document Checklist

Please prepare clear, readable scans of the documents below and send them to us. You complete the travel document application form yourself, and our office reviews it carefully before it is submitted.

Download and complete the official IRCC travel document application form from our Useful Links page:
Adult form (PPTC 190) for applicants 16 years of age or older.
Child form (PPTC 192) for applicants under 16. Complete a separate form for each child.
Please fill out the forms in CAPITAL LETTERS.
Bring the completed forms on a USB flash drive to your appointment so we can review them with you.
Send the completed forms to us.

Protected Person Status Document

The Notice of Decision issued by the Immigration and Refugee Board (IRB) confirming your protected person status, or
Your original Permanent Resident (PR) card.

Identity Documents and Previous Travel Documents

Two Canadian-issued IDs, such as a BC ID, MSP card, driver's licence, RPCD (Refugee Protection Claimant Document) or RPID (Refugee Protection Identity Document).

Photos

Two identical, unaltered passport photos taken within the last 6 months.
Size: 50 mm wide × 70 mm high; face 31–36 mm from chin to crown.
Plain white or light-coloured background, neutral expression, eyes open and mouth closed, no shadows or glare, and no tinted glasses. Photos must be professionally printed.
On the back of one photo, the photographer writes or stamps the studio name, full address and the date taken, and your guarantor writes “I certify this to be a true likeness of (your name)” and signs.

Guarantor and References

A guarantor is a person who confirms your identity by signing your application and your photos. For a refugee travel document, the guarantor must be a professional on IRCC's list (for example, a medical doctor, dentist, pharmacist, nurse practitioner, notary public or mayor) who has personally known you for at least 6 months. See IRCC's list of eligible guarantors.
If you do not have a guarantor, you can complete a Statutory Declaration in Lieu of Guarantor instead. Dr. Ali Yousefi, a Commissioner for Taking Affidavits in British Columbia, can complete and sign this declaration with you. Please book a consultation session for this; the fee for one consultation session applies.
Your references must also have known you for at least 6 months. They do not need to sign the forms; you only need to complete their information in the forms.

Only if urgent service is requested.

Government of Canada Application Fee

Refugee travel document: 122.50 CAD for adults (16 years of age or older) and 57 CAD for children (under 16).
